Welcome to Lucky Pem. By accessing the website (lucky.bt) and participating in any pool, you agree to be bound by these Terms and Conditions. Please read them carefully.

1. The Service & Entities

  • 1.1 The Platform: Lucky Pem is a digital sweepstakes engine created specially for Bhutan's National Day. In the spirit of the occasion, the platform operates on a strictly zero-fee, zero-commission basis; 100% of all entry fees collected are distributed back to the participants as prizes. Any fractional surplus or remaining funds resulting from prize distribution calculations will be handed over to the Ministry of Finance to support the organization of National Day events.
  • 1.2 The Banking Partner: All financial transactions, holding accounts, and prize disbursements are managed solely by DK Bank ("The Financial Partner").
  • 1.3 Nature of Service: Lucky Pem is a skills-agnostic, chance-based promotional event designed to celebrate the National Day of Bhutan.

2. Eligibility

To participate, you must meet the following criteria:

  • 2.1 Identity: You must possess a valid MyBhutanApp Digital ID.
  • 2.2 Banking: You must have an active, verified account with DK Bank.

3. Participation & Pool Mechanics

  • 3.1 First-Come, First-Served: Entry into any pool is based strictly on a first-come, first-served basis. Once a pool reaches its Maximum Capacity, it will instantly close.
  • 3.2 Atomic Locking: In the event of high traffic, multiple users may attempt to purchase the final ticket simultaneously. The System will accept the first transaction received by our server time and reject subsequent attempts with a "Sold Out" notification.
  • 3.3 Strict Entry Limits:
    • Warm Up Pools: Users are limited to one (1) entry per day.
    • National Day Jackpot: Users are limited to one (1) single entry total. If you have successfully joined a National Day Pool (e.g., Pool A), you are not eligible to join subsequent National Day Pools (e.g., Pool B).

4. The "No-Risk" Refund Policy

  • 4.1 The Full Pool Mandate: Lucky Pem operates on a specific condition: A pool must be 100% full to execute the Grand Prize Draw.
  • 4.2 Automatic Cancellation: If a specific pool (e.g., National Day Pool #8) does not reach its maximum capacity by the stated deadline, that pool is declared VOID.
  • 4.3 Refund Process: In the event of a voided pool, 100% of your Entry Fee will be automatically refunded to your linked DK Bank account.
    • Processing Time: Refunds are initiated immediately but may take up to 24 hours to reflect in your account ledger.

5. Special Exception: The "Overflow Pool" (Dec 16)

  • 5.1 Definition: The final active pool at 8:00 PM on December 16, 2025, is designated as the "Overflow Pool."
  • 5.2 Partial Fill Rule: Unlike standard pools, the Overflow Pool WILL PROCEED to a draw even if partially filled, provided it has a minimum of 1,000 entries.
  • 5.3 Modified Prize Structure: The Overflow Pool does NOT award the Nu. 15 Million Jackpot. Instead, the total revenue collected is distributed as multiple Nu. 100,000 Cash Prizes based on a revenue-share calculation.
  • 5.4 Acknowledgement: By entering the Overflow Pool, you acknowledge that the prize structure differs from the standard National Day pools.

6. Payments & Winnings

  • 6.1 Authorization: By clicking "Buy Ticket," you authorize DK Bank to debit the specific Entry Fee (Nu. 100 or Nu. 1,000) from your linked account.
  • 6.2 Insufficient Funds: If your account lacks funds, the transaction will fail, and your ticket reservation will be released immediately to the next user.
  • 6.3 Prize Disbursement: All winnings are credited directly to the winner's linked DK Bank account. Lucky Pem does not handle cash.

7. Winner Verification & Publicity

  • 7.1 Verification: While the draw is automated, high-value winners (Jackpot tier) may be subject to manual identity verification by DK Bank compliance teams.
  • 7.2 Publicity: To ensure transparency and trust, you agree that if you win, your First Name and Masked CID (e.g., 115*****90) will be published on the Lucky Pem Winners Feed.
  • 7.3 Media: Winners of the Top 3 Prizes (Gold, Silver, Bronze) agree to participate in reasonable publicity (photo/video) for the National Day celebration.

8. Disclaimers & Liability

  • 8.1 Technology: The Platform strives for 99.9% uptime. However, we are not liable for missed entries due to user internet connectivity issues, device failure, or banking network outages.
  • 8.2 Fairness: The draw logic uses a cryptographically secure random number generator (CSPRNG). The algorithm is audited and final. No correspondence regarding the outcome will be entered into.

9. Governing Law

These Terms are governed by the laws of the Kingdom of Bhutan. Any disputes arising from the platform shall be subject to the exclusive jurisdiction of the courts of Thimphu.
